When do you need an electrical panel upgrade?
You need a panel upgrade when your home's total calculated electrical load (per CEC Rule 8-200) exceeds the capacity of your current service. Common triggers:
- Adding an EV charger — a 40A Level 2 charger adds ~9,600 W of continuous load. Most 100A services cannot accommodate this alongside existing appliances.
- Switching from gas to electric heating — electric baseboard or heat pump heating is the single largest load trigger. Electric heating almost always requires 200A service.
- Adding a hot tub — a 40A hot tub adds 6,000–8,000 VA to the panel load.
- Installing central air conditioning — especially if the home already has an electric range and dryer.
- Adding a suite or rental unit — the additional kitchen, bathroom, and living space loads may exceed panel capacity.
How CEC Rule 8-200 calculates residential load
CEC Rule 8-200 defines the method for calculating the service size for a dwelling unit. The calculation sums:
- Basic load: 5,000 VA for the first 90 m² of floor area, plus 100 VA per m² for any area above 90 m²
- Appliance loads: 8,000 VA for electric range, 5,000 VA for electric dryer, 3,500 VA for electric water heater (fixed values per Rule 8-200(2))
- Heating or cooling: 100% of the larger of electric heating or air conditioning load
- EV charger: Full continuous load at 240V (no demand factor permitted per Rule 8-500)
The total VA is divided by 240V to get the service amperage. The next standard service size up is selected: 100A, 150A, or 200A.

Panel upgrade cost in Canada
A 200A electrical service upgrade typically costs $3,000–$6,000 in most Canadian cities. This includes the new panel, breakers, service entrance cable, meter base replacement if needed, electrical permit, and inspection. In cities with higher labour rates (Vancouver, Toronto), expect $5,000–$8,000 if the meter base or service mast also needs replacement.
The utility company must disconnect power at the meter before work begins and reconnect after inspection. Most utilities charge a reconnection fee of $200–$500. Schedule this in advance — utility scheduling can add 1–3 weeks to the project timeline in busy seasons.
EV chargers and panel capacity
CEC Rule 8-500 requires that EV charger loads be calculated at full amperage with no demand factor. This is unlike other appliances (which can be derated) — the code assumes the EV charger will draw full current for extended periods (overnight charging is continuous). This makes the EV charger one of the most impactful loads for panel sizing.
Some solutions if a full panel upgrade isn't feasible immediately: a smart EVSE with load management (the charger reduces its output automatically when other large loads are active), or an electrical vehicle load management system that monitors real-time consumption and adjusts charging accordingly. These can keep an EV charger on a 100A service with an existing electric range, but reduce charging speed when other loads are heavy.
