Level 1 vs Level 2 chargers — what the difference means for wiring
A Level 1 charger plugs into a standard 120V outlet (the same as any household appliance) and delivers roughly 1.4 kW — enough to add 8–12 km of range per hour. No special wiring is needed beyond the existing outlet circuit.
A Level 2 charger runs on 240V and delivers 7–12 kW, adding 40–80 km of range per hour. It requires a dedicated 240V circuit, a new double-pole breaker in your electrical panel, proper gauge wire run from the panel to the charger location, and an electrical permit in every Canadian province. This is the installation most homeowners are planning when they buy an EV.
CEC requirements for Level 2 EV charger circuits
EV charging circuits in Canada are governed by CEC C22.1-21 Rule 86-306. The key requirements:
- Dedicated circuit: The EV charger must have its own circuit — it cannot share a circuit with any other load (outlets, lighting, appliances).
- Continuous load rule: EV charging is a continuous load (more than 3 hours). Under CEC Rule 8-104, the circuit breaker must be rated at 125% of the charger's amperage. A 32A charger requires a 40A breaker. A 40A charger requires a 50A breaker.
- Wire rating: Wire must be rated for 90°C (designated T90 or RW90 in Canada, not the US THHN designation). This is a Canadian-specific requirement.
- GFCI protection: Required for outdoor installations and in garages where the outlet is within 1.5m of a water source. Most EV charger units include built-in GFCI — confirm this before omitting a separate GFCI breaker.
- Panel capacity: The panel must have an available double-pole breaker slot and sufficient remaining capacity. A 100A panel may be at or near capacity in a modern home — check with the electrical load calculator before proceeding.

Do you need a permit? Yes — in every province
An electrical permit is mandatory for a Level 2 EV charger installation in all 10 provinces and 3 territories. The permit must be pulled before work begins, and the installation must pass an electrical inspection before the circuit is energized and the charger used.
In Ontario, the inspection authority is the Electrical Safety Authority (ESA). In BC, it is BC Safety Authority (BCSA). In Alberta, inspections are handled by private certified electrical inspection agencies. In Quebec, inspections are done by the Régie du bâtiment (RBQ).
A charger installed without a permit is a serious risk: your home insurer may deny a fire claim if non-permitted electrical work is the cause. Permit fees typically run $75–$200 depending on province, and an electrical inspection is included.
Check your panel capacity before booking the installation
A Level 2 EV charger on a 50A circuit adds approximately 12 kW of demand — a significant load. Before the electrician arrives, check whether your panel has the capacity. A 100A service (still common in homes built before 1985) may already be at or near its limit if you have electric heating, an electric range, or an electric dryer.
If your panel is full or your service is 100A or less, the electrician may recommend a panel upgrade to 200A before proceeding. Budget $3,000–$6,000 for a 200A panel upgrade including permit and inspection in most Canadian cities.
